Kansas teen found wearing dog collar after alleged kidnapping

CHESTERFIELD, MO (TCD) — A 38-year-old man was arrested for allegedly kidnapping and sexually abusing a missing 15-year-old girl in Manhattan, Kansas on Monday, January 24.
According to the U.S. Attorney’s Office for the Eastern District of Missouri, the victim’s mother told authorities that her teenage daughter left home without her cellphone. The mother may have provided electronic devices to Riley County police for further investigation.
According to the U.S. Attorney’s Office, police uncovered conversations on the missing teen’s social media, including shots between the victim and the suspect. During these conversations, the suspect allegedly described his plan to retrieve the teenage victim without his parents’ knowledge.
After further investigation and a search warrant obtained, the U.S. Attorney’s Office said the Riley County Police Department and the Federal Bureau of Investigation have identified John Low as a possible suspect.
FBI agents and officers from the Chesterfield Police Department reportedly knocked on Low’s door at his home in Chesterfield, Missouri. According to KSDK-TV, the victim was found inside Low’s home wearing a dog collar. Low reportedly told police he was looking for a long-term relationship with the teenager. As police searched the home, KSDK reports discovering sex toys, restraints and baby toys.
According to the U.S. Attorney’s Office, several federal charges were filed against Low on Thursday, Jan. 27, including coercion and incitement of a minor, transportation with intent to engage in criminal sexual activity, and traveling with intent to engage in illicit sexual conduct. He remains being held without bail.
