Missing child found in Missouri wearing dog collar, man charged with rape and other crimes

A Chesterfield, Missouri man is facing a slew of child rape charges after a 15-year-old child was found with a dog collar tied around his neck that prosecutors say John Low, 38 years old, put him.

The 15-year-old girl was reported missing in Manhattan, Kansas.

The St. Louis district attorney’s office said the man was found after the child disappeared from Kansas on Jan. 24. Authorities say Low told the child to wipe his phone, factory reset and leave it behind before taking him home to Missouri. This is where law enforcement say they found the child with the necklace and heard her story of rape and abuse. Police also said they found several “sex toys, restraints and baby toys”.

Low was charged with statutory rape, statutory buggery and child molestation. He also faces federal charges of coercion and incitement of a minor, transportation with intent to engage in criminal sexual activity, and traveling with intent to engage in illicit sexual conduct.

Low is being held without bond.
